A police officer in Twin Falls, Idaho handed out two tickets for canoeing without a lifejacket.
What makes him an asshole for that?
Prior to the boaters pulling into the dock and going to the police officers for assistance, they watched a woman jump off a bridge and raced to the area her body landed. They pulled her body into their canoe and went off in search of help. The group of friends were tramautized when they found and approached police officers, attempting to explain the situation. They were completely blown away when one police officer comforted them while the other handed out tickets.
The body was still in plain view.

Can we say priority? Darn cops had to make sure their quota was met before they made sure the apparent suicide attempt was boggled!
